It is expected that the total resources mobilized to implement the national target program on cultural development for the 2025-2035 period will be 256,250 billion VND.
Expected to mobilize 256,250 billion VND for cultural development
On the morning of October 8, continuing the 38th session, the National Assembly Standing Committee gave opinions on the investment policy for the national target program on cultural development for the 2025-2035 period.
Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy said the program has 7 general goals and 9 specific goals.
The total resources mobilized to implement the program for the 2025-2030 period are expected to be 122,250 billion VND. The total resources mobilized to implement the program for the 2031-2035 period are expected to be 134,000 billion VND. The program implementation period is 11 years (from 2025 to 2035).
Accordingly, in 2025, focus on implementing activities to build policy mechanisms, a system of documents guiding the implementation of the Program’s tasks, a monitoring and evaluation system; training and improving the capacity of Program management staff; preparing investment in tasks and other management contents.
The 2026-2030 period focuses on solving the limitations and challenges that have arisen in the past; implementing the goals and tasks set for 2030.
In the 2031-2035 period, continue to build and develop an advanced Vietnamese culture imbued with national identity so that culture becomes an endogenous strength and driving force for national development and defense; implement tasks and goals set out by 2035.
The program includes 7 general goals: Creating a strong and comprehensive change in cultural development and building and perfecting personality, ethical standards, identity, bravery, and the system of values of Vietnamese people and families.
Improve people’s spiritual life, access to and enjoyment of culture, exercise and entertainment needs, narrow the gap in cultural enjoyment between regions, social classes and genders, thereby improving labor productivity and work efficiency.
Along with that, mobilize the participation of all organizations, individuals and communities in managing, protecting and promoting the value of the nation’s cultural heritage.
In addition, mobilizing resources, focusing on key, quality and effective investments for cultural development, directly contributing to socio-economic development, promoting cultural industries to become important components of the national economy.
At the same time, build a professional, high-quality cultural and artistic human resource with political courage to serve domestic needs and aim to meet foreign markets.
Promote the national, scientific and popular character of culture through investment to preserve traditional national culture, build a grassroots cultural environment, with the people as the creative subjects, and the intellectual and artistic team playing an important role.
At the same time, integrate internationally and absorb the quintessence of human culture, build an advanced culture imbued with national identity, and promote the soft power of Vietnamese culture.
Ensure efficient use of budget
During the review, Chairman of the Committee on Culture and Education Nguyen Dac Vinh said that the Committee on Culture and Education agreed with the need for the program investment policy and believed that the program development at the present time fully meets the political, legal, scientific and practical bases. The program profile has met the requirements according to the provisions of law.
At the same time, Mr. Vinh said that the Committee agreed with the Government’s proposal on the program implementation time.
Regarding the budget for implementing the program, the Committee for Culture and Basic Education agreed with the estimated total investment and capital sources for implementing the program. At the same time, it emphasized that adequate resource allocation is necessary to fully and effectively concretize the Party’s viewpoints and policies on cultural development.
The Committee on Culture and Education also basically agreed with the provisions of a number of specific mechanisms and policies in implementing the program in the draft Resolution.
However, it is recommended that the Government continue to review and evaluate the practical situation, propose appropriate specific mechanisms and policies to remove difficulties and obstacles, and report to the National Assembly for consideration and decision.
In addition, Chairman of the Finance and Budget Committee Le Quang Manh and Chairwoman of the Judiciary Committee Le Thi Nga said that the total investment of the National Target Program on Cultural Development for the 2025-2035 period is very large.
Therefore, it is necessary to carefully study and evaluate the scale, structure, ability to mobilize and arrange resources to implement the program to ensure feasibility, suitability with the response capacity of national resources, and effective use of the budget.
