Progressive’s average or higher-than-average rates and lower-than-average customer service and claims handling scores should give consumers pause before choosing this insurer.
Progressive Pros & Cons
- Competitive rates for drivers with a DUI
- Above-average rates for many drivers
- Low customer service and claims handling scores
Is Progressive Car Insurance Good?
Progressive ranks seventh out of the nine insurance providers in our survey, and many drivers may be able to find better coverage elsewhere.
We surveyed Progressive customers to learn more about their experiences. These consumers said that Progressive consistently underperforms in key customer satisfaction categories, including claims handling, customer service, and customer loyalty. These low marks prevented Progressive from moving to the top tier of our Best Car Insurance list.
On top of low scores in our survey, Progressive’s rates are often similar to or higher than the national average. That’s not always the case, however. Some drivers, like those with a DUI, may find Progressive’s rates are slightly more competitive. Others, particularly teen drivers, may find the opposite to be true.
Progressive Customer Service
Progressive ranks eighth for customer service, performing only slightly better than Travelers car insurance. Sixty-four percent of customers surveyed said they are completely satisfied with their customer service experience, while 18% said they are generally satisfied with their experience.
These scores don’t place Progressive directly at the bottom of the pack. Several companies in our survey have similar scores. However, some insurers do have significantly higher scores. For instance, 81% of USAA customers said they are completely satisfied with their customer service experience, while 71% of State Farm’s customers shared the same sentiment.
Progressive Claims Handling
Out of the nine companies we reviewed, Progressive ranks eighth for claims handling. Only 58% of customers in our survey said they were completely satisfied with the claims handling process, and 54% were satisfied with the communication they received during the claims process. Similarly, just 57% of Progressive customers say they are completely satisfied with how the claim was resolved.
Though these aren’t the lowest scores in our Best Insurer for Claims Handling subcategory, they are much lower than five of the other auto insurance companies we reviewed.
Company Customer Loyalty
Progressive’s below-average customer satisfaction likely contributes to the company’s eighth-place ranking in our customer loyalty category. While 60% of customers surveyed said they are likely or very likely to renew their Progressive auto insurance policy, nearly 24% said they are unlikely or very unlikely to do so.
Overall, Progressive customer loyalty scores are stronger than Nationwide, Farmers, Travelers, and Allstate, but they aren’t strong enough to move Progressive to the top half of our list.
Progressive, like other auto insurance companies we reviewed, received some common customer complaints, including those that focused on customer service, claims resolution, and agent interactions. However, of the Progressive customer complaints we received, many specified issues with rate increases or rates that don’t reflect the customer’s driving record.
- “Advertise accident forgiveness, don’t give it. Even after 10+ years of no claims.”
- “Not the best value. They bring you in at a great rate and increase the policy year after year.”
- “On renewal raised rate much above others”
- “I was rear ended in this accident, through no fault of my own the insurance company raised my rates upon renewal.”
How Much Is Progressive Car Insurance?
Progressive’s average rates land this auto insurance company in sixth-place in our rates study. On average, drivers can expect to pay $1,334 a year, which is only a fraction more than the national average of $1,320. Progressive rates are also typically average or slightly above average for many of the driver demographic groups we studied, including young adults, seniors, and drivers with a speeding ticket or accident on their record.
There are some deviations to this trend, however. Progressive ranks fourth for drivers with a DUI on their record. Therefore, drivers in that category may find Progressive’s rates to be a bit more competitive.
Conversely, parents with teen drivers on their policy are unlikely to find the same competitive rates. Both male and female teen drivers can expect average rates that are more than 50% higher than the national average and significantly higher than top performers like State Farm and USAA.
Keep in mind that rates vary by person and can fluctuate based on several factors, including your zip code, driving record, coverage preferences, and age.

Progressive Car Insurance Discounts
Progressive offers many of the most common auto insurance discounts, including multi-vehicle discounts, multi-policy discounts, and teen driver discounts. However, compared to other insurers in our study, Progressive’s collection of discounts is not as robust. For example, driver’s who want to take advantage of safety feature discounts, like those offered for anti-theft or anti-lock brake technology, may be disappointed.
Overall, approximately 38% of Progressive customers who responded to our survey said they are completely satisfied with the available discounts. An additional 23% of respondents said they are generally satisfied. Compared to other insurers in our survey, these are some of the lowest discount satisfactions scores.
If you’re considering Progressive auto insurance, it’s a good idea to discuss discount availability and eligibility with an agent. How We Created This Progressive Car Insurance Review
At U.S. News, we’re all about helping people make life’s important decisions. Our college rankings, launched in 1983, set the standard in educational rankings. Our rankings in other fields, like healthcare, government, and the automotive sphere, help people and thought leaders make choices that make lives better. Now we’re continuing to empower you with the information you need to make the right choices for your life with our Best Car Insurance Rankings.
We surveyed 4,806 consumers who filed a car insurance claim or started a new auto insurance policy in the last five years, asking questions about their car insurance company. Of the survey respondents, 177 filed a claim with Progressive, and 316 started a policy with Progressive. These questions covered satisfaction with the ease of filing a claim, customer service, claim status communication, claim resolution, and overall value. In general, questions for consumers who have filed a claim were given more weight than questions for consumers who have only opened a policy. We also asked whether they’d recommend the company and if they planned to renew their policy. We used their responses to build our Best Car Insurance Companies Rankings, as well as our sub-rankings: Best Car Insurance Companies – Customer Service, Best Car Insurance Companies – Claims Handling, and Best Car Insurance Companies – Customer Loyalty, and this company profile.
Our Study Rates
To get comparative insurance rates for this study, U.S. News also worked with Quadrant Information Services to analyze a report of insurance rates in all 50 states from most of the largest national car insurance companies, though not every company operates in every state. Quadrant obtained publicly available rate data that car insurers file with state regulators. Our study rates are based on profiles for both male and female drivers aged 17, 25, and 60. Vehicles used include the 2015 Honda Civic, 2015 Toyota RAV4, and 2015 Ford F-150, with annual mileage ranging from 6,000 and 12,000. Three car insurance coverage levels were used, as were credit tiers of good, fair, and poor. Clean driving records and records with one accident, one speeding violation, and one DUI were also used in the calculations of certain driver archetypes.
To get the study rates shown here, we computed the mean rate for male and female drivers aged 25, 35, and 60 who drive 12,000 miles per year and have medium coverage, good credit, and a clean driving record. The rates shown here are for comparative purposes only and should not be considered “average” rates available by individual insurers. Because car insurance rates are based on individual factors, your car insurance rates will differ from the rates shown here.
